 Background

• NRC is an international NGO that has been operating in Somalia since 2004 that supports displaced persons and other people of concern. In Somalia, NRC provides multisectoral integrated humanitarian support to the targeted communities in different regions of the country and is a leading actor in resilience and durable solutions programming. NRC partners with other organizations and local actors by mobilizing necessary resources and competencies to maximize collective impact and achieve better outcomes for the communities we work with.

• Building Resilient Communities in Somalia (BRCiS) is a consortium of 10 national and 5 international organizations – Action Against Hunger (ACF), Concern Worldwide (CWW), GREDO, the International Rescue Committee (IRC), KAALO, Save the Children, and Norwegian Refugee Council (NRC) as lead agency. The Consortium was created in 2013 and is now implementing projects funded by multiple donors across Somalia/Somaliland. BRCiS’ objective is to work across the humanitarian-development divide, supporting marginalized communities in disaster-prone, rural Somalia to become more resilient to shocks and stressed, including as a result of climate change. BRCiS approach is contextually adaptive, focused on the specific shocks, needs, and priorities of individual communities.

• The position advertised, MEL Coordinator (Senior Data Analyst), is a member staff of the NRC Somali Country office with specific duties to support NRC led Consortia BRCiS (Building Resilient Communities in Somalia) Consortium. We are looking for a highly independent and data-fluent mid-career professional with substantial experience in designing, developing and analyzing large-scale research and evaluation projects to generate actionable insights for programme planning and change.

General Responsibilities

The M&E Coordinator (Senior Data Analyst) will work closely with the BRCiS Consortium Management Unit (CMU) MEL Team as well as the Consortium Members M&E Team to execute a wide range of tasks including, but not limited to the following:

• Adherence to NRC policies, guidance and procedures.

• Supports the BRCiS Consortium’s evaluation and learning agenda by providing technical assistance to the development, management, analysis and dissemination of the Consortium’s evaluation and learning initiatives.

• Contributes to the training of Consortium Members on the use of learning and other M&E tools

• Contributes to the training of survey teams in the field; participates in the monitoring of surveys and interview protocols during data collection; conducts data back-checks and supervises field teams during data collection to ensure data quality

• Provides technical support to supervise the learning and evaluation projects done by external consultants, research companies and survey firms.

• Conducts statistical analysis on learning and evaluation quantitative and qualitative data collected and prepares the learning and evaluation findings report.

• Prepares literature reviews and evaluation briefs

• Any other ad-hoc request defined by the MEL Manager

Specific responsibilities

• Design, manage and analyze both quantitative and qualitative data from Consortium evaluation and learning initiatives collected by either BRCiS Consortium or external consultants including but not limited to the Consortium’s resilience measurement, project performance evaluation, routine monitoring surveys, post-distribution monitoring (PDM) surveys, etc and identify trends, patterns, and insights that can inform decision making to improve the Consortium interventions.

• Prepare project reports and briefs to communicate data findings effectively to both internal and external stakeholders.

• Ensure the quality, accuracy, and reliability of Consortium data collected and used in analyses to maintain the integrity of findings and recommendations.

• Ensure compliance with NRC data protection regulations, ethical guidelines, and best practices in handling sensitive data related to BRCiS Consortium projects participants.

• Produce periodic analytical reports from BRCiS planned evaluation and learning initiatives.

• Training and mentoring Consortium project staff on data analysis techniques, tools, and best practices to build organizational data capabilities.

• Actively participate in technical meetings, trainings and workshops.

• Collaborating with BRCiS Consortium cross-functional teams, including CMU MEL and Programme team, Consortium Members MEL working group and programme management group, Members field workers, and Consortium decision-makers, to integrate data-driven insights into project planning and implementation.

• Provide ad-hoc technical support as requested by the MEL Manager

Competencies

• Generic professional competencies for this position:

• A bachelor’s degree in Statistics, Economics, Public Policy, Mathematics or related fields.

• Strong technical understanding of statistics/econometrics is required.

• 3-5+ years of previous work experience in humanitarian setting or related field.

• Extensive quantitative and qualitative data analysis skills, including knowledge of and experience working with quantitative data analysis software (STATA, Python, R, etc) and qualitative data analysis software (Atlast.ti, NVIVO, etc) is required.

• Experience working with different data types including but not limited to household survey data, community group discussions, phone surveys, panel surveys, perception-based measures, satellite imagery etc.

• Analytic and computer skills, including MS Office (Word, Excel, Outlook, PowerPoint, Access) are required.

• Familiarity of Geographic Information System (GIS) software such as QGIS is required.

• Substantial experience applying a wide range of statistical methods to inform program design and change.

• Strong experience in Digital Data Gathering (DDG) technology (ODK or ONA preferred) including the ability to quickly digitalize/script large and complex surveys in XLS form

• Outstanding communication and report writing skills and the ability to translate complex statistical insights for non-technical audiences

• Horn of Africa context or similar context experience 

Desired Qualification

• Specialized knowledge of one or more thematic areas including but not limited: WASH, food security, gender, livelihoods, financial access, natural resource management, disaster risk reduction, unconditional cash transfers, or a related field

• Experience working in the humanitarian sector is an asset, but it can be substituted with substantial experience the private, governmental or development sector

• Context related skills, knowledge and experience: 

• Good communication and interpersonal skills

• Strong organizational and team working skills

• Good cultural awareness and sensitivity

• Highly approachable, trustworthy and confidential

• Advanced English Language level (Business English is a plus)

• Knowledge of the NGO operations and the dynamics of the humanitarian sector is a plus

• Good level of proficiency in Windows Excel and quantitative analysis (SPSS preferred)

• Excellent communication skills in English

• Proven presentation, training and facilitation skills

• Works well under pressure and meet deadlines

• Excellent planning, coordination, and reporting skills, with the ability to organize a substantial workload comprised of complex, diverse tasks and responsibilities

What We Offer:

• Contract period: Initial 3 months’ probation period for 12 months contract, with possibility of extension.

• Salary/benefits: According to NRC’s salary scale and terms and conditions

• Duty station: TBC – flexible (Garowe, Kismayo, Mogadishu Somalia)

• NRC may be required to verify the identity of its partners and to check that its partners have not been involved in illegal activities. NRC reserves the right to use electronic screening tools for this purpose.
