JOB TITLE: Area Program Manager-FSL

TEAM/PROGRAMME: Child Poverty Reduction

GRADE: 2

POST TYPE: National; 12 months

CHILD SAFEGUARDING:

Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:

The Jobholder will primarily provide oversight pf the Implementation of Child Poverty Reduction programmes including Child Sensitive Social Protection, Anticipatory Action, DRR, Emergency Food Security, Youth Economic Empowerment, Inclusive Market System Development, and Climate Resilient Livelihoods in South Central. The APM will work closely with other thematic sectoral managers to deliver a holistic and integrated programme that ensures economic wellbeing, developmental and protection of children in the area offices. S/he will be the focal point for consortium project implementation in close collaboration with the Programme Directors with specific focus in the Southcentral state. S/he will closely with technical specialists of the subthemes in Child Poverty Reduction to ensure high quality contextual project designs and efficient implementation in the Southcentral area offices. The role requires fostering collaborative solid relationships across thematic sections, as well as with community stakeholders, local leaders, clusters/Working groups and partner organizations. Close collaboration with the Deputy Area Representative, Area Representative in CSS, FSL Technical Specialist, Head of FSL, as well as finance, HR, and logistics teams, will be essential to facilitate effective project implementation

SCOPE OF ROLE:

Reports to: Deputy Area Representative

Country Dimensions: Save the Children operates across all zones in Somalia and currently has three main area offices and additional 11 field offices. Programmatically Somalia is a large Country Office with more than $110million annual budget and staff over 700 staff.

Staff directly reporting to this post: FSL DPMs and Coordinators

KEY AREAS OF ACCOUNTABILITY:

Program Development and Management Support: In close collaboration with the Deputy Area Representative, Southcentral (Banadir, Hirshabelle, Galmudug, Southwest and Jubaland States), Head of Child Poverty Reduction, and New Business Development, the job holder will:

• Support thorough analysis of the socioeconomic, environmental, and political factors which will enable the development and implementation of high-quality food security, livelihoods and economic empowerment programmes in southcentral area offices through primary and secondary assessment and with due consideration for child rights and objective of the programme,

• Coordinate the support for programme development with updated location specific information, budgeting, procurement plan and work plan in the process of new business development for Puntland,

• Ensure a new programme is well handed over to the implementation team by coordinating any areas of technical clarity, roles differentiations and project team capacity needs captured and supported to ensure smooth implementation of the programmes,

• Ensure adequate team with the required capacity are set to are organised and available for resilientfamily, safety net and children economic wellbeing,

• Ensure the implementation of the projects are well organised through the development of programme work plan on Monthly/quarterly/annual basis, detailed implementation plan of projects, phased budget, quarterly budget forecasts and procurement plan for all Child Poverty Reduction Program.

• Lead the implementation of project activities ensuring that resource transfers are delivered on time and in line with the allocated budget,

• Identify child poverty reduction program supply needs and coordinate with the supply chains team to put in place a realistic phased procurement plan,

• Ensure that Child Poverty Reduction team coordinate and are well represented in all relevant coordination mechanisms in Puntland,

Budget Management & Monitoring: In close consultation with the Child poverty reduction (CPR-PM), Puntland Finance team, the job holder will:

• monitor expenditures related to the in consultation with the Child Poverty Reduction (CPR-PM), manage assigned program budget lines and ensure proper and effective use of program resources.

• Assist in developing phased budgets and cash forecasts for Child Poverty Programme in Puntland on quarterly and annual basis. • Track the Child poverty program budgets performance during each quarter.

• Participate in monthly BVA meetings to identify under spent/overspent project budget lines and draw up comprehensive plan to utilize allocated budget as per the project work plan,

Staff Capacity building: In consultation with Child Poverty Technical Specialist, Human Resource Departments and the Child Poverty Reduction Programme Manager will:

• Ensure all Child poverty reduction staff adheres to the security protocol and are sensitized to child safeguarding policy, child protection and code of conduct.

• Develop staff capacity to ensure that all FSL staff can: o Target the most vulnerable beneficiary households, o Design, implement, monitor, and report on all FSL, especially cash transfer, resilience, IGA, TVET, Micro credit schemes and DRR activities.

• Identify learning and training opportunities for Child poverty reduction Project staff and work as a mentor and role model for less experienced staff,

• Conduct trainings to build the capacity of staff/volunteers and the community at large in best practice of food security and Livelihood practices.

Monitoring, Evaluation, Accountability and Learning (MEAL): In coordination with the MEAL team, the jobholder will:

• Monitor program progress against both programmatic and budgetary targets.

• Monitor the project reach using the Indicator Performance tracking.

• Create M&E and accountability plans; put in place accountability activities for the Child poverty reduction projects, ensuring that feedback from all relevant stakeholders is considered in program design.

• Monitor project performance against the protocols designed for the program and ensure action points are addressed in their respective timeframe.

• Assist the Child poverty reduction Program Manager in the dissemination of the findings and results of surveys and ongoing analysis both within Save the Children and the wider community.

• Ensure the implementation of sufficient monthly monitoring and evaluation Child poverty reduction programs

• Monitor and track all facilities, groups and establishments made under Child Poverty Reduction in Southcentral

• Monitor any risk of potential emergency that will most likely impact Child Poverty Reduction Programme deliveries or increase vulnerability.

Reporting & Documentation:

• Prepare timely program updates and draft donor reports on project activities in compliance with

internal Save the Children requirements and any relevant external donor requirements.

• Conduct systematic documentation of the Child poverty reduction programme on the form of case studies, video clips, photos, lessons learnt etc.

• Ensure proper filling and data storage for all the projects. SAVE THE CHILDREN COMPETENCY FRAMEWORK DELIVERING RESULTS (Leading Edge)

QUALIFICATIONS AND EXPERIENCE Essential:

• University Degree in Development Studies, Rural Development, Agriculture, Sociology or any other social sciences

• A minimum of least 5 years management experience in the INGO environment, including exposure to field operations in both emergency and development programs

• Good understanding of livelihoods concepts and issues in both emergency and development context.

• Experience and knowledge of effective financial and budgetary management of projects over USD 500,000

• Experience of INGO program cycle management, and with experience of working within a complex and matrix organisation structure

• Solid project management skills and a proven history of delivering results

• Ability to analyse information, evaluate options and implement project plans

• An in-depth understanding of national development issues in relation to children

• Previous experience of managing and developing small teams and the ability to motivate and develop others

• Excellent interpersonal, communication and presentation skills

• Fluency in written and spoken English

• Ability and willingness to change work practices and hours, and work with incoming teams in the

event of major emergencies

• Commitment to and understanding of Save the Children’s aims, values and principles including rights-based approaches
