About the Central Bank of Somalia (CBS)
The Central Bank of Somalia was established in 1968 as the country’s financial regulatory institution. After years of insecurity, fragility, and economic decline due to the collapse of the state in 1991, The Central Bank was revived and strengthened with the CBS Act of 2011. 1- Role
The Currency and Banking Operations Group carries out a broad range of functions for the Central Bank of Somalia to provide a broad range of financial banking services to the state and its institutions (Public Sector) and for those who have current accounts at the CBS. It also provides additional services such as maintaining the legal reserves for commercial banks and rediscounting both commercial and financial papers. It also provides clearing services. The main functions of the Banking Operations Department are to serve as the “Banker’s bank” by providing banking services to the Government, financial institutions, and other approved account holders.
2- General Description
The Teller is responsible for the daily counter operation at the branch counter by core banking systems, payment, and withdrawals and responsible for handling cash/cheque delivery by collecting physical FMS revenue either cheque or cash, and transferring it to the Banking Operations Department and handing it over to the tellers at the headquarters by using secure and risk-adverted means. He/she will be accountable for detecting counterfeited, note, and mutilated notes when receiving cash from the sections. He/she reports to the Chief Cashier regularly and as needed on a timely basis. He/she is a key member of the Banking Operation team.
3- Main Duties and Responsibilities
Collects cheques/cash for the government from CBS collection points, for instance, Sea/airport sections, and deliver to headquarters
Ensures that a safe and secure mechanism is used while cash/cheques are transported to headquarters.
For safeguarding, can go and fetch the cash and cheques after coordination with the chief cashier and security forces at CBS
Signs off registry form after s/he receives it from the seaport and airport managers/cashiers
Transports the cash and cheques in safe lockers either locked with secret passwords or keys
The main duties of branch Tellers are officer for the counter operations and cash follow of the branches.
Tellers are customer care of the branch,
Tellers operate at counter for daily transaction withdrawal, Deposits and payments of fund transfers and other all actives banking at the branch counter.
Serves customers by completing account transactions.
Provides account services to customers by receiving deposits and loan payments, cashing checks, issuing savings withdrawals, and recording night and mail deposits.
Responsible for the counter vault.
Prepares counter-closing statements with the chief cashier.
Tellers prepare account statements and balance for the branch customers.
Maintains customer confidence and protects bank operations by keeping information confidential.
Contributes to team effort by accomplishing related results as needed.
Maintains supply of cash and currency and turns in excess cash and mutilated currency to the head teller.
Prevent AML/CFT.
Spearhead anti-counterfeit deterrence in the FMS.
Education
High school or equivalent experience is minimal
Experience:
At least 2 years of practical experience in cash handling or teller experience
Language:
Operationally fluent in both Somali and English, in both speaking and writing.
1- functional and Organizational Skills
Possess a demonstrated understanding of the cash, counterfeit, or type of currency notes.
Possess in-depth knowledge of CBS policies and regulations, especially cheque, cash, payment procedure, or financial policies.
Behave consistently with the CBS codes of ethics and ensure that the behavior of others is consistent with these codes.
Establish and maintain positive working relationships with others both inside and outside the bank.
Possess effective written, oral, and interpersonal communication skills.
